Bahrain's Directorate of Culture and Arts
The Directorate of Culture and Arts of the Culture and National Heritage Sector at the Ministry of Information plays a dynamic role in activating and supporting the cultural movement in Bahrain. The Directorate operates with a clear vision of its cultural mission, endorsed by the Ministry of Information. It believes in the necessity of influencing the cultural structure in the society by producing a cultural work of quality so as culture becomes a basic dimension in the comprehensive development process with all its economic, political and social aspects for the sake of protecting the thought and sentiments of man in Bahrain.
The Directorate of Culture and Arts adapts new concepts of cultural work. It carries out a number of projects and activities that place Culture among the priorities of human development in the Kingdom of Bahrain. These include the following:
I - Culture is a right for all. Therefore, the Directorate endeavors to broaden the base of recipients of cultural works and those interacting with them through a number of distinguished cultural functions that became elements of attracting Bahraini and Non-Bahraini audiences. These cultural activities are listed on programs promoting Bahrain as a civilized vibrant country.
II - Cultural activity is not solely a State function. It is not a monopoly. The Directorate, therefore, encourages national organizations to set in motion general cultural activities through its material and moral support such as announcing its Award for The Distinguished Book, Best Play of the Year Award, and Prizes for Winning Plays in the Play Writing Contest. Apart from this, the Directorate allocates a number of scholarships for talented young Bahrainis to study music, art and drama at specialized institutes abroad. It also continues its support for art and music societies by providing annual subventions.
III - Restructuring the Directorate by utilizing best available personnel and filling vacancies by competent and qualified nationals to assume effective positions. Accordingly, a new organization structure has been introduced with job descriptions for all positions that become the role of the Directorate of Culture and Arts. A number of functionaries have attended special training programs and workshops locally and abroad.
IV - Establishing distinguished cultural relations with fraternal and friendly nations through enhancing cultural cooperation with Embassies and Diplomatic Missions and putting in place applicable programs for Joint Accords of Cultural Cooperation. This has resulted in opening new horizons that benefited the cultural movement in Bahrain.
V - Partnering with the Private Sector in carrying out major cultural projects and assigning a prominent role for it in the cultural scene, this has resulted in commissioning national establishment to organize Bahrain International Book Fair.
VI - Due to the Development of plastic art movement and flourishing of art production, the Directorate intends hold more group and individual art exhibitions. For the sake of interaction and gaining experience, the Directorate is keen to host exhibitions by distinguished and renowned artists from Arab countries to enhance the role of the plastic art movement and the role of the Art Center in establishing a tradition for holding fine arts exhibitions.
VII - Out of its belief in instruments of cultural action, the Directorate of Culture and Arts is planning the establishment of national theater troupes and music orchestras.
VIII- The Directorate of Culture and Arts has put a plan in place to discover gifted artists and patronize creative talents in all areas of arts and literary activity and offer incentives for publishing their products.
IX - The Directorate offers grants for printing and publishing studies and research when its authors lack the financial means to meet such expenses involved in the publishing process.
X - The Directorate draws a plan of organizing cultural activities in the form of seminars, lectures, concerts, and exhibitions throughout the year. It also invites celebrities in the field of art and thought to deliver lectures, take part in forums, and meet with Bahraini counterparts to exchange expertise and discuss matters of common cultural interest.
