The right and opportunity for children and young people to take part in cultural and artistic life has been a priority issue in Swedish cultural policy ever since the 1970s. Being creative and able to express oneself, and experiencing what other people have created, are important for individual development and to gain an understanding of the world. Culture offers tools and arenas for individuals to express themselves personally and prepares them for active citizenship. During its term of office, the Government intends to strengthen the status of culture with regard to children and young people in the long-term.

From the beginning of 2007, appropriations to free dramatic art have been raised by SEK 10 million per year as a long-term investment in dramatic art for children and young people.
